the easiest way to convert a column of text to a comma separated list is to use the built-in text join feature within microsoft excel enter the delimiter so this is what you want to separate the data by so in this case were going to use a comma and then i always select trues the next feature ignore empties you dont have to and then you select the range of your data in this case a1 through a50 since we are using a list of the 50 states of the united states now you just press enter and voila you have a comma separated list
