As long as all occupants of the property and the landlord are all in agreement to bring the tenancy to a close a surrender can happen at any point, even during the fixed term. In some cases, the occupants may have to pay a small fee to the owner of the property to cover any losses they may have incurred.
It essentially allows the tenant and the landlord to end the tenancy. If it's a joint tenancy, however, the deed of surrender will only apply to one tenant unless both tenants sign it.
