. The answer is simple, minutes are always written in the past tense. This is because you are writing about something that has actually happened in the past (the meeting).
Minutes of meeting Author (individual or group if identified). Year of meeting (in round brackets). Item of meeting being referenced (in single quotation marks). Title and date of meeting (in italics). Organisation. Location of meeting.
The noun meeting minutes is plural, despite minutes seeming to be just one thing. Thats right, even when referring to one document covering one meeting, minutes are still plural.
List the names of attendees. Also write down the names of the people who were expected to be at the meeting but are absent. You may be required to note whose absence is excused. If so, you can note excused in parentheses next to the persons name.
When reporting what was said usually we use past tenses, but in writing meeting minutes it pays to at least start with the present simple. This should keep the grammar simpler in the rest of the topic (for the writer and the reader) and gives the impression that the minutes are up-to-date.
Quadrant method: Separate your notes into four different quadrants, and label each section as general notes, action items for self, action items for other team members, and questions. In the general notes section, jot down key points and important details from the meeting.
