Gary from Macmost.com shows how to work with PDF documents on iPhone or iPad. Mac has a dedicated app for this, but on iPhone and iPad, you can use the Files app, similar to Finder. You can create, view, merge, split, and annotate PDFs on your device. To create a PDF, you can do it from almost anywhere on the iPhone, similar to the Mac where you can print and save as PDF.
