Social Security numbers were grouped by the first three digits of the number (called the area number) and assigned geographically starting in the northeast and moving across the country to the northwest. But if you look closely at the distribution pattern you will see an apparent anomaly.
Structure. The Social Security number is a nine-digit number in the format AAA-GG-SSSS.

The nine-digit SSN is composed of three parts: The first set of three digits is called the Area Number. The second set of two digits is called the Group Number. The final set of four digits is the Serial Number.
Social Security numbers do not start with the number 9. It sounds as if you may have them confused with ITIN - Individual Taxpayer Identification Number. Those start with 9. If you have an SSN that starts with 9, it is not a valid one and cannot be used for employment.
