Both of these can be used to markup and in some ways edit those types of files. Lets focus on Image Files. If you have an image file like this and double click it chances are its going to open up in Preview unless you change the default app for those kind of images. Copy onto the Clipboard, the image that you want to paste on your PDF page. Go to Preview - File - New from Clipboard. This will basically create a new Preview document with your image in it.
Open the image file and select the whole image with Edit Select All (or select just a part of it with the mouse if you wish). Copy the selection Edit Copy. Go back to the document (which is now a PNG image) and paste the selection with Edit Paste and resize it as you wish.
