To ensure your pages begin with 1, go to the Insert tab Page Number. Select Format Page Numbers Page numbering Start at and add 1.
In the intro section select Page Number and choose a location and style. If your change only affects the first page of your section, make sure Different First Page is not selected. To choose a format or to control the starting number, select Page Number Format Page Numbers.
