The tab is directly visible to the Administrator in every application as it is set to default on and no need to explicitly include it in any of the applications. The tab will only be visible to the Administrator in All Tabs unless it is included to any of the applications.
To enable access, navigate to the profile / permission set and enable the View All Custom Settings checkbox. Remove the restriction on custom settings access. This will allow all users to access the values and will still respect the defined public / protected status of the custom setting.
From Setup, enter Permission Sets in the Quick Find box, then select Permission Sets. Select a permission set, or create one. On the permission set overview page, click Custom Permissions. Click Edit. To enable custom permissions, select them from the Available Custom Permissions list and then click Add. Click Save.
From Setup, either: Select a permission set or profile. Do one of the following: Specify the tab settings. (Original profile user interface only) To reset users tab customizations to the tab visibility settings that you specify, select Overwrite users personal tab customizations. Click Save.
From Setup, enter Permission Sets in the Quick Find box, then select Permission Sets, or enter Profiles in the Quick Find box, then select Profiles. Select a permission set or profile. Depending on which interface youre using, do one of the following: Specify the fields access level. Click Save.
Select the User License as Salesforce while creating the Permission Set. This will allow you to define Tab Settings for all objects. Make changes at the Profile level to ensure that the reps are given these permissions based on the requirement.
Set Field Permissions in Profiles From Setup, enter Profiles in the Quick Find box, then select Profiles. Select a profile. In the Field-Level Security section, click View next to the object you want to modify, and then click Edit. Specify the fields access level and save your work.
