Distort. Distort works similar to skew, the biggest difference is that dragging the edges in skew will only shift the layer edge up and down. But in distort. you can even stretch and compress.
One common technique for distorting images is to use a liquify tool, which allows you to warp and distort an image in real-time. The Warp tool lets you mold and reshape objects by making freeform adjustments to paths. Select the object using the Selection tool. Select the Warp tool or press Shift + R. Drag the paths or edges to reshape the object.
