Value Engineering Change Proposal (VECP) is a proposal submitted by a contractor under the Value Engineering (VE) provisions of the Federal Acquisition Regulation (FAR) (FAR Part 48) that, through a change in the contract, would lower the projects life-cycle cost to DoD.
The Office of Federal Procurement Policy (OFPP) in the Presidents Office of Management and Budget is responsible for defining the Value Engineering requirements of 41 USC 1121, 1711.
WHAT IS VALUE ENGINEERING? In the construction industry, the definition of value engineering (VE) is the method that your project team employs to improve the value of your project by examining the function of each item or element and its associated cost.
Value Engineering (VE) is defined in 23 CFR Part 627.3 as the systematic application of recognized techniques by a multi-disciplined team to identify the function of a product or service, establish a worth for that function, generate alternatives through the use of creative thinking, and provide the needed functions
Value engineering can be defined as an organized effort directed at analyzing designed building features, systems, equipment, and material selections for the purpose of achieving essential functions at the lowest life cycle cost consistent with required performance, quality, reliability, and safety.
Value Engineering Change Proposal (VECP). A change to contract requirements proposed by the Contractor which will accomplish the projects functional requirements at less cost or improve value or service at no increase or at a minor increase in cost.
A Value Engineering Change Proposal (VEP) is a post-award proposal made by the construction contractor, which includes any changes to work that may potentially result in cost or time savings, without impairing essential functions and characteristics of the project, such as: service life, safety, reliability, economy of
FAR 15.408, Table 15-2 requires the Offeror to promptly submit any later information impacting the proposal as it comes into the Offerors possession. The Offeror must submit the data in a manner that clearly shows how the information relates to the price proposal.
