For metal-to-wood glue-ups, your best bet will be epoxy, Stephen. Epoxy bonds wood to nearly anything. Before you apply finish, mask off an area slightly smaller than the metal plate to leave yourself an unfinished gluing surface.
Start with a gluing jig You then cut thin strips from a packet and combine them with other thin solid woods or veneers to form patterned strips of inlay. A simple shop-made gluing jig and clamping caul help align the packet parts, assuring the symmetry of the pattern.
Proper inlay requires materials of contrasting hardness to hold well, and contrasting color to look good. A combination that does well on both counts is the use of pure silver or gold into blackened steel. Another popular combination has fine silver pressed into copper or brass.
Inlay covers a range of techniques in sculpture and the decorative arts for inserting pieces of contrasting, often colored materials into depressions in a base object to form ornament or pictures that normally are flush with the matrix.

A polyurethane-based adhesive like Gorilla Glue or Gorilla Wood Glue is ideal for gluing metal to wood. Wood can be a tricky surface to glue to metal because the two are so different in density and porosity. However, the strength and flexibility of polyurethane-based glues are more than up for the challenge.
There are two main techniques to bind the metal in place: epoxy and superglue/cyanacrylate. Superglue will give the closest appearance to solid metal, if it is properly finished. However, epoxy is easier for filling larger voids and may be stronger in the long term, if warping of the wood is a potential concern.
The principal behind metal inlays is that wire or pieces of sheet are forced into cavities or hollowed out areas. These are cut so their walls slope inward, or are undercut. This insures that a piece of metal will get stuck there once it is forcibly rammed in.
