Inlay on guitars or similar fretted instruments are decorative materials set into the wooden surface of the instrument using standard inlay techniques.
Each fret you move up from the open position raises the key by a half step. So: C (open) - C#/Db (first) - D (second) - Eb (third). I primarily play acoustic guitar, and I often use a capo when playing with another guitarist to achieve different tones.
The frets are just the little metal strips that are laid in the fretboard. Its really easy, the first fret is the first metal strip all the way down by the headstock of the guitar. The second fret, third fourth, fifth, and so on continue in order up the neck of the guitar.
The black dots on the chord diagram represent the notes that make up the chord. They tell you which frets and strings to place your fingers on. Sometimes there are numbers inside the dots to indicate which fingers to use on each of the frets. They match the four fingers of your fretting hand.
In Standard tuning, the 2nd String is tuned to an B in the third octave. The B is therefore played open. C is on the first fret. D is on the third fret.
In Standard tuning, the 1st String is tuned to an E in the fourth octave. The E is therefore played open. F is on the first fret.
Lets have a look at the notes on the fret markers for the A string: The first 3 fret markers are C, D E. The 9th fret is F#, or Gb. The 12th fret is A, same as the open string. The 15th, 17th and 19th frets are C, D E (the same as the first 3 fret markers) The 21st fret is F#, or Gb, the same as the 9th fret.

These dots are called fret markers, and they are there for a very good reason. Fret markers are a form of inlay, and they serve as a visual guide so that the guitar player can quickly locate where he or she is on the neck at any time. Or, to put it simply, they tell you which note youre playing.
YES! Absolutely, it affects the tone.
