The dots you see on a guitar fretboard are to help the guitarist easily find any position on the fretboard. The dots are a quick visual guide to make it easier for guitarists to jump to any fret position.
However, not all guitars have fretboard dots or markers. Some guitars go for a more minimal look—eschewing the fret markers on the front of the guitar neck for a simple dot (or double dot) on the side of the neck.
Guitar fret inlays are the markers along the neck of the guitar, usually circular dots, that serve as a visual aid so you can guide your hand to the notes you intend on playing.
On guitars and basses, fret markers are usually found on the 3rd, 5th, 7th, 15th, 17th, and 19th fret. Guitars and basses often have double dots on the 12th fret to indicate the octave, and 24-fret guitars may have double dots there at the highest fret to indicate two octaves.
Classical guitars (other than low end beginner instruments) don't have fret markers because there is no need of them once a player gets accustomed to the fingerboard.

Fret markers are fretboard inlays that are functional as well as decorative; they mark off specific frets in order to visually indicate neck position to the performer. On guitars and basses, fret markers are usually found on the 3rd, 5th, 7th, 15th, 17th, and 19th fret.
The 12th fret and 24th frets of a guitar are octaves of the open string you're playing on. For this reason, having two dots on these particular frets makes for an easy reference point. For example, the 12th fret on an E string is also E. After that, the cycle of notes repeats itself.
