Using the Base64 Module We then define a Base64-encoded string variable called mystring that we want to decode. What is Radix 64 Encoding? Radix 64 encoding allows binary data stored in octets (i.e. bytes) to be expressed as printable characters.
Correct base64 data consists only of ASCII characters that include: lowercase and uppercase English letters (a-z and A-Z), regular digits (0-9), symbols + and /, as well as the padding symbol = (which may only appear at the end of the string).

UTF-8 is like the other UTF encodings a character encoding to encode characters of the Unicode character set UCS. Base64 is an encoding to represent any byte sequence by a sequence of printable characters (i.e. A Z , a z , 0 9 , + , and / ). There is no System. Text.
The more typical use is to encode binary data (such as an image); the resulting Base64 data will only contain 64 different ASCII characters, all of which can reliably be transferred across systems that may corrupt the raw source bytes.
