The general rule is that commas and periods should be inside the quotation marks at all times, while all other forms of punctuation, such as question marks, colons, semicolons, and exclamation points, should be outside the quotation marks, unless they were contained in the original quotation.
Direct Quotations Quotation marks always come in pairs. Capitalize the first letter of a direct quote when the quoted material is a complete sentence. Do not use a capital letter when the quoted material is a fragment or only a piece of the original materials complete sentence.
Put commas and periods within quotation marks, except when a parenthetical reference follows.

Does the Comma Go Before or After the Closing Quotation Mark? In American English, you should always place a comma or period inside the quotation marks. That means the comma should always come right before the closing quotation mark, even if its not part of the quoted material.
