The Senate Committee on the Budget was established in 1974 by the Congressional Budget Act (Congress.gov). Along with the House Budget Committee, it is responsible for drafting Congress annual budget plan and monitoring action on the budget for the federal government.
The process starts when the governor submits a proposed budget (in some states this happens before the start of the legislative session). Then it proceeds to the legislature, which holds the lions share of authority over the budgets final form.

The budget-making process begins in August-September and involves a number of steps, including pre-budget meetings and a halwa ceremony. It culminates with the presentation of the Budget in the Parliament and its approval by the President. The Government of India presents the Union Budget every year on February 1.
The Budget Committee holds public hearings with state agencies to outline their budget requests. After the hearings are completed and future revenue estimates are presented via the Revenue Forecast, the committee makes a single, comprehensive budget recommendation to the Governor.
The Governor submits a budget proposal to the Legislature in January. The Legislature adopts the biennial budget in June or July. State agencies submit their budget requests to the Governor in September.
Revenues come mainly from tax collections, licensing fees, federal aid, and returns on investments. Expenditures generally include spending on government salaries, infrastructure, education, public pensions, public assistance, corrections, Medicaid, and transportation.
