Validation rules cannot be used to hide / unhide other fields. You would need to turn to Visualforce for that type of requirement. You could use a validation rule to prevent modifications of the field when the checkbox is not checked.
Create a field validation rule Select the field that you want to validate. On the Fields tab, in the Field Validation group, click Validation, and then click Field Validation Rule. Use the Expression Builder to create the rule.
Create validation rule in Salesforce Classic Click Setup. Click Customize | [the object you need to modify] | Validation Rules. Click New. Enter the Validation Rule name. Set the Validation Formula as per the suggestion above, feel free to adapt to your needs. Set the error message that the User will receive.
