There are five surveillance methods that can be used to evaluate the contract work: Planned Sampling Inspection, 100% Inspection, Customer Complaints, Unscheduled Inspections, and Random Sampling Inspections.
A QASP and a COR are required for all service contracts above the simplified acquisition threshold and should be considered for supply contracts.
A QASP should contain the following elements: Purpose. Roles and Responsibilities. Performance Requirements and Assessments. Performance Reporting.
46.101 Definitions. Acceptance means the act of an authorized representative of the Government by which the Government, for itself or as agent of another, assumes ownership of existing identified supplies tendered or approves specific services rendered as partial or complete performance of the contract.
The key elements of a PBSC PWS are: a statement of the required services in terms of output; a measurable performance standard for the output; and an AQL or allowable error rate.
The QASP is not a part of the contract nor is it intended to duplicate the Contractors QCP. The Government may provide the Contractor an information copy of the QASP as an Attachment to the solicitation to support the Contractors efforts in developing a QCP that will interrelate with the Governments QASP.
These elements of responsibility include (but are not limited to) capability, competency, capacity, credit, integrity, perseverance, tenacity, and limitations on subcontracting for the purpose of receiving and performing a specific Government contract.
The COR may perform inspections by using several techniques and procedures including spot checks, scheduled inspections of functions performed by the contractor on a periodic basis, random sampling of routine functions, use of contract monitoring and user reports, and periodic review of the contractors quality control
