If you dont have any references for a job application, you can still apply and secure your desired position. Without professional references, you can find alternative contacts who can give positive feedback about you to a potential employer.
There is nothing in the law which states that a written reference must be accompanied by a handwritten signature. In fact references can be given verbally, although this is not advisable as there can be disputes about what exactly has been said.
In the United States, at least, it is still quite strongly the custom for such letters to be signed. It at least proves that the person writing the letter has access to a copy of my signature.
