The Minimum Equipment List (MEL) is a document and method aircraft operators use to obtain relief from Federal Aviation Regulations requiring that all equipment installed on the aircraft be operative at the time of flight.
The FAA encourages all Part 91 operators to utilize checklists when appropriate and ensure their (aircraft manufacturer or operator modified) checklist is complete and contains no errors.
The aircraft equipment list is originally issued by the aircraft manufacturer and is required to be maintained by the Type Certificate Data Sheet (TCDS). An aircraft and its installed components and parts must continually meet the requirements of the original Type Certificate or approved altered conditions.
An equipment list is furnished with the aircraft which specifies all the required equipment, and all equipment approved for installation in the aircraft.
Some operators of aircraft, based on the kind of operation or size and type of aircraft are required to have a Minimum Equipment List (MEL) in order to operate the aircraft with inoperative instruments or equipment. However, operators of the following types of aircraft may operate under part 91 without an MEL.
Description. The MEL is approved by the operators national airworthiness authorities. An operator may not operate an aircraft which does not comply with the approved MEL, except with the explicit permission of the Appropriate Regulatory Authority, usually the NAA.
A FAR Part 91 MEL consists of the MMEL for a particular type aircraft, the MMELs preamble, the procedures document, and a LOA. The FAA considers the MEL as an SC. As such, the MEL permits operation of the aircraft under specified conditions with certain equipment inoperative.
