Wipe down the wood to raise the grain. If you dont raise the grain now, the stain will raise it later. However, re-sanding to get the wood smooth again removes much of the stain. Let the wood dry, then sand with 180- to 220-grit paper.

The takeaway? Wood stain is intended to be wiped off immediately after application. If the wood stain remains on the wood, liquid solvents in the stain will evaporate, leaving sticky pigments behind that will never fully dry. To remove tacky wood stain, firmly scrub the piece with mineral spirits.
Can I stain on top of old stain? Yes! In fact, applying stain over stain is a fairly simple process. It works especially well if youre applying a dark stain over a lighter stain.
You dont need to remove all of the old stain to apply darker stain. But you do need to remove all of the lacquer, varnish or anything that will prevent new stain from absorbing into the wood. Its easy to see the shiny edges of old lacquer, or the scratched surface of old lacquer.
Most stains should be sealed to prevent bleeding. After smoothing the stained wood, apply a sealer coat of thinned shellac, sanding sealer, or other appropriate sealer. Do not use shellac with NGR or water-base stains. If you plan to finish the piece with polyurethane, make sure the sealer is compatible.
The basic rule for getting good results with any stain is to apply a wet coat and wipe off the excess before it dries.

Note: Sanding between coats is not necessary, but it will provide a better finish. After a coat has dried, use 220 or 240 grit sandpaper or extra fine steel wool to lightly sand surface. This will ensure good adhesion of the succeeding coat.
You should sand after the first coat of water-based stain to flatten any wood grain the water raised, but its unnecessary after that. You dont need to sand between coats of gel stain or oil-based stain.
