Wood can only absorb so much stain. Once the board has absorbed as much stain as it can, the stain will just sit on top of the wood and feel tacky even if you let it dry for days. You should wipe your excess stain off with a clean cloth when youre done applying.
Stain is more permanent than paint in the sense that it seeps into the woods pores instead of sitting on top of the surface. While paint can be sanded off, stain is there to stay.
The usual answer is that you sanded with too fine a grit. The stain sits on top of the wood. If the wood surface is too flat and smooth the layer of stain will be very thin. I would normally use 325 grit for most woods, but it does depend also on the type of wood.
