Yes. Go to Document Header and Footer and click on the Options tab. The default starting page number is 1; overtype this with the number you want and click OK.
Open the title page by clicking on the Title Page icon in the Ribbon (Windows) or the Toolbar (Mac) or choosing Document Title Page; Type your information in over the existing sample text; Go to File Close.

Can I move paragraphs from the bottom of the page to the top of the next page? Yes. Place your cursor at the start of the paragraph you want to push to the next page and go to the Insert menu Page Break.
To view it and edit it, go to Document Title Page. The title page is only presented as the first page of the script when its been printed to paper -- theres a checkbox in the Print sheet to include the title page in the print job -- or when its saved as a PDF.
Type in whatever information you need and insert a new page by going to Insert Page Break. On the new blank page you can type or paste in the information you want. When youre done with your pre-script pages, there is no need to go to File Save, just go to File Close to get back to the script.
To remove the title page from the PDF export, go to File Save As PDF and uncheck the Include Title Page box.
