The first way is simply to create a rectangle with the shape tool in photoshop. Set the color of the rectangle to your desired background color, and then drag and resize that rectangle underneath your text layer.
Use a selection tool, such as the Lasso tool, to select the part of the background that you want to blur. Go to Filter Blur and choose the type of blur you want. A dialog box will appear, allowing you to adjust the amount of blur you want to apply.
In Photoshop, go to Filter Blur Gallery and select Iris Blur. Click the pin at the centre of the ring and place it on your focal point. Click and drag single points to elongate the ellipsis or drag the outer line to resize the blur area.
Achieving the blurred background has to do with depth of field. How you set the depth of field in your camera is with the aperture setting. The aperture or f-stop is how big or small the opening of your lens is.
