The Social Security Administration does not issue SSNs beginning with the number 9. Numbers beginning with a 9 may be a Social Security Administration issued Individual Taxpayer Identification Number (ITIN). An ITIN is a tax processing number issued by the IRS that has 9 digits beginning with the number 9.
The first three digits are the area number. The next two digits are the group number. The final four digits are the serial number.
SSA will not issue SSNs beginning with the number 000 in positions 1 3.
The first three (3) digits of a persons social security number are determined by the ZIP Code of the mailing address shown on the application for a social security number. Prior to 1973, social security numbers were assigned by our field offices.
SSNs containing group number 00 or serial number 0000 will continue to be invalid.
Before randomization, the first three digits, the area numbers, were assigned by geographical region. Before 1973, cards were issued in local Social Security offices around the country, and the area number represented the office that issued the card.
An invalid SSN is one that the SSA never assigned. In case youre wondering, a valid SSN will never look like this: The first three digits as 000, 666, or in the 900 series. The second group that consists of two digits as 00.
What will not change? SSA will not issue SSNs beginning with the number 9. SSA will not issue SSNs beginning with the number 666 in positions 1 3. SSA will not issue SSNs beginning with the number 000 in positions 1 3.
Generally, numbers were assigned beginning in the northeast and moving westward. So people on the east coast have the lowest numbers and those on the west coast have the highest numbers.
