Headers and footers, where page numbers usually reside, are greyed out when the insertion point is in the main body of the document. This cannot be changed.

Are you in the Print Layout view? The Page Number icon greys out in other views such as Web and Draft layouts. To check this, go to the View menu, then select Print Layout. The InsertPage Number icon should hopefully be available again.
