On American letter paper (8.5 inch 11 inch) Plain TeXs default settings produce a text block measuring 6.5 inch 8.9 inch with left, right and top margins all equal to 1 inch and a bottom margin approximately equal to 1.1 inch.
To insert a margin note use \marginpar{margin text} . For one-sided layout (simplex), the text will be placed in the right margin, starting from the line where it is defined. For two-sided layout (duplex), it will be placed in the outside margin and for two-column layout it will be placed in the nearest margin.
Use the geometry package and write \newgeometry{left=3cm,bottom=0.1cm} where you want to change your margins. When you want to reset your margins, you write \restoregeometry .
You could either change the value of \textheight, or use the geometry package and change the lengths to whatever you want, or remove if you want the default values.
LaTeXs margins are, by default, 1.5 inches wide on 12pt documents, 1.75 inches wide on 11pt documents, and 1.875 inches wide on 10pt documents. This is the standard for book margins. If you want to change them, you have several options: the geometry package, the fullpage package or changing the margins by hand.
For instance, if you want to set a margin to 2cm from each edge of the paper, you can type just \usepackage[margin=2cm]{geometry}. The page layout can be changed in the middle of the document with \newgeometry command.
The paper size can be set to any size you need by means of the command papersize={⟨width⟩,⟨height⟩} . Here the text area, the left margin and the top margin are set. The right and bottom margins are automatically computed to fit the page.
The margins are so big because the paper is so big. Please, do not think of whitespace as wasting space! Whitespace has a function beyond marginal notes and papertypeblock aesthetics; it gives your eyes a place to rest, even if you do not consciously notice that.
