Unfortunately, there is no way to restore faded ink to its original state. Some chemicals are advertised to darken original inks, but they are often damaging to paper and conservators do not recommend them.
Immediately after using most tools or applying filters and adjustments, you can fade the changes you applied by going to Edit Fade, or pressing Ctrl Shift F (Mac: Command Shift F). In the Fade window, you can reduce the opacity of the last adjustment, as well as change the blending mode.
How to restore faded color photos in Photoshop. Use the Auto Color option. Tweak colors with the Hue/Saturation adjustment layer. Dial in the black point with the Levels panel. Boost contrast and sharpness with the Clarity slider.
