No, if you are blocked nothing will be delivered and it wont change to anything. If the other person turns off iMessage or has a problem with it then it will switch to green.
If they blocked you, it wouldnt show up as a green arrow. It will still show up as a blue arrow, its just when you send a text it will not say delivered. Green arrow could mean a bunch of things, such as them turning off iMessage completely, the phone number not being in use anymore, or they switched to an Android.
The greying out of iMessage in the Settings app indicates that the user will not be able to create, edit or delete iMessage accounts. Other than that, the app will function as expected.
A green background means that the message you sent or received was delivered by SMS through your cellular provider. It also typically went to a non-iOS device such as an Android or Windows phone.
The arrow symbol means the message has been sent. If you were to see a Xnext to it, it would mean it was not sent.
Green means send via SMS, Blue via iMessage: nothing more. Green bubbles/arrows have nothing to do with blocking, it means your messages are going as SMS text messages rather than iMessages.
