Encoding quotation marks () is in practice only needed if there inside an attribute, however for the HTML code to be correct (passing HTML validation), you should always encode quotation marks as quot; . Apostrophes () dont need escaping in HTML. In XHTML they should be encoded as apos; .

I personally find the named HTML entities easier to remember: apos; for (known as single quote or apostrophe, Unicode character U+0027) quot; for (known as double quote or quotation mark, Unicode character U+0022)
Its quot; for double quotes and apos; for single quote / apostrophe. Also I believe using just single quotes inside of double quotes shouldnt require escaping and the other way around. to escape a duble quote you need to do \ , note, Im note sure it works in html attributes but it is a thing to try.
