A pardon does not, however, erase the fact that an individual was convicted of a crime. The criminal record is not erased, but it is kept separate and apart from other (non-pardoned) criminal records.
A pardon is an expression of forgiveness and can help eliminate some of the consequences of a conviction. If you have previously applied for pardon and have received a notice that your application was denied, there is no waiting period to reapply.

Pardons remove or decrease penalties. Expungement clears a charge from a criminal record. Pardons may cover any charge. Expungement only covers certain types of misdemeanors.
Expunge means to erase, delete, cross out, or destroy. Expunge is especially used in the context of law, in which it means to remove an arrest or conviction from a persons public criminal record. A record that has been altered in this way can be described as expunged.
What kinds of charges are eligible for expungement in PA? All criminal charges that did not result in a conviction are eligible for expungement in Pennsylvania. For example, charges that are not guilty, withdrawn, dismissed, or nolle prossed are eligible for expungement.
A pardon does not seal a persons criminal record, and it is not an expungement, which is the removal of a crime from a persons record. A person who has been pardoned must still indicate, when asked, that they were convicted of a crime.
Pennsylvania has expungement laws that help people who received a summary offense, Accelerated Rehabilitative Disposition (ARD) or had an arrest that did not lead to a conviction. Expungement usually takes about 4 to 6 months. Attorneys typically charge between $700 to to $1000 to expunge your record.
