The Canadian Export Classification Number is a Statistics Canada number that is based upon the H.S. System, but only has 21 categories.
ECCNs are five character alpha-numeric designations used on the Commerce Control List (CCL) to identify dual-use items for export control purposes. An ECCN categorizes items based on the nature of the product, i.e. type of commodity, software, or technology and its respective technical parameters.
In short, B13 is an export declaration. To expand on this, this specific form is required by Canadian Customs and Statistic Canada. It is used to register exports leaving Canada, which allows the country control over all goods and an exact report of what leaves.
Before importing commercial goods into Canada, as a business or an individual, you will need to obtain a Business Number (BN) issued by the Canada Revenue Agency (CRA) for an import/export account. This import/export account is free of charge and can usually be obtained in a matter of minutes.
Import/Export Agreements are sometimes referred to as Distribution Agreements. These kinds of agreements are drafted between businesses when one is purchasing goods from overseas by way of import. The party providing the goods is the exporter and the company purchasing the goods is known as the importer.
The Canadian Export Classification is a structured, hierarchical classification system based on the Harmonized Description and Coding System. The HS nomenclature is divided into 21 Sections, which in general, group goods produced in the same sector of the economy.
Canadas Export Control List categorizes controlled export items. Items under Group 2 Munitions, include components and technologies that have military or national security significance under the Defense Production Act. These items are harmonized with the United States International Trade in Arms Regulations (ITAR).
