On April 1, 2023, liquor prices in Canada will increase thanks to an alcohol tax hike implemented by the federal government. The increase is a result of an annual escalator excise tax implemented in 2017. The escalator tax allows the federal government to automatically raise taxes on alcohol in response to inflation.
SUMMARY. This enactment introduces a modern framework for the taxation of spirits, wine and tobacco. It re-enacts existing provisions in the Excise Act and the Excise Tax Act relating to the excise levies on these products, together with technical improvements, and incorporates a range of new provisions.
In addition to generating needed revenue, excise taxes can be designed to control externalities and to impose tax burdens on those who benefit from government spending.

Workers, owners of capital, and households that consume a disproportionate amount of taxed items all bear the burden of federal excise taxes.
The Excise Tax Act sets out the excise tax rate for each of these goods. When goods are made in Canada, excise tax is payable when the goods are delivered to the buyer. When they are imported, excise tax is payable by the importer, at the time the goods were imported.
