Unlike paper charts which are only purchased once, until a new edition is published or a chart is cancelled, electronic charts are purchased through a license system called permits. Permits are used to control the permission to use a chart. They prevent unofficial copying and distribution.
Paper charts have benefits over a GPS: they dont require power, laminated versions are waterproof, you can easily mark and comment on them, and most importantly they make it easier to see and review a large area compared to looking at it on a screen.
To summarise: Failure to keep charts up to date is in contravention of SOLAS and also puts the ship, the owner and seafarers in danger and can also lead to action being taken by port state control officers. It is important that all notices to mariners are noted, including TPs, NavWarnings and local notices.
The main purpose of them is to provide a list of current editions of all Admiralty Charts and the serial numbers of notices affecting them which have been issued in previous two years. The charts present onboard can be verified for any missing corrections by checking them against the Cumulative Lists.
The nautical chart is essential for safe navigation. Mariners use charts to plan voyages and navigate ships safely and economically. Federal regulations require most commercial vessels to carry electronic or paper nautical charts while they transit U.S. waters.
The Canada Shipping Act requires most vessels to carry paper charts specifically, even if navigation will be done by GPS or on a computer. If youre are going to be navigating, you should be carrying charts.
