If you are truly stuck at a BIOS password prompt, then this is easily resolved by removing the CMOS battery or shorting a jumper on the motherboard. This would be a password prompt for boot-up that you get almost immediately after the system is powered on and before Windows even begins to load.
The simplest way to remove a BIOS password is to simply remove the CMOS battery. A computer will remember its settings and keep the time even when it is turned off and unplugged because these parts are powered by a small battery inside the computer called a CMOS battery.
Locate the password reset jumper (PSWD) on the system board. Remove the jumper plug from the password jumper-pins. Power on without the jumper plug to clear the password. Wait until the desktop is loaded and then shut down the computer and replace the jumper plug in its original location.
BIOS passwords cannot be recovered. If you have forgotten one of the passwords that is set in the BIOS, contact Dell Technical Support to obtain a password release code. The password release code is based on the unique password prompt that is generated by your Dell laptop.
The default BIOS password for Dell devices is “dell”. In this way, you can reset the settings and benefit from factory use again.

Under the Password section, click Change and follow the instructions to add a password. To remove a password, enter the current password and leave all other fields blank.
In BIOS, You can set up two types of password: Administrator Password: The Computer will prompt this password only when you are trying to access the BIOS. It is used to prevent others from changing the BIOS settings. System Password: This will be prompted before the operating system can boot up.
