The smaller one is the 20s proteasome, which by itself does not degrade ubiquitinated proteins. The larger structure, which was initially believed to be a distinct enzyme, is the 26s (2000-kDa) complex that selectively degrades ubiquitinated proteins by an ATP-dependent process.
All 20S proteasomes are composed of two related types of subunits; subunits, which form the outer two heptameric rings and are distinguished by highly conserved N-terminal extensions, and subunits, which form the inner pair of heptameric rings and include the proteolytic active sites.
The 19S RP binds to one or both ends of the latent 20S proteasome to form an enzymatically active proteasome. The apparent sedimentation coefficient of the active proteasome as determined by density-gradient centrifugation analysis is 26S and ingly the complex is usually referred to as the 26S proteasome.

The 20S core particle proteasome is a molecular machine playing an important role in cellular function by degrading protein substrates that no longer are required or that have become damaged.
One important proteolytic pathway involves the small protein ubiquitin (Ub) and the 26S proteasome, a 2-MDa protease complex. In this pathway, Ub is attached to proteins destined for degradation; the resulting Ub-protein conjugates are then recognized and catabolized by the 26S proteasome.
