Via plugging is a process in which vias are completely filled with resin or closed with a solder mask. This technique is different from via tenting where resin/solder mask doesnt fill the via hole but just provides a covering.
As a refresher, a via is a copper plated hole that is used to connect two or more layers within a PCB together. Via Fill is a special PCB manufacturing technique used to selectively and completely close via holes with epoxy.
Via hole plugging is a PCB manufacturing technique in which the via hole is filled with solder mask or epoxy. This process partially or completely closes the via hole using a conductive or non-conductive filling material.
Non-Conductive Via Filling (NCVF), refers to the process of filling a via with epoxy prior to finishing. This technique is used mainly for Via in Pad designs, in order to prevent excess solder from wicking away from the pad and down into the via hole during Reflow Soldering stage of the PCB Assembly Process.
Filling via holes results in more reliable surface mounts, provide better assembly yields and improve reliability of the PCB by decreasing the probability of trapped air or liquids in the via and thus the PCB Board.
Vias that are also in close proximity to SMT pads should also be tented. This will prevent the solder paste from wicking into the via and creating a poor solder joint. This is especially important with dogbone style BGA escaping.
So while the manufacturer covers the hole completely, its called either a masked or filled via, if the annual ring is merely covered over with the solder mask, it is called tenting the via. First of all, provide the solder mask to the vias as the protection.
