APA recommends that you paraphrase works that are in another language, rather than quoting. Always use a page number for your in-text citations so readers can find the original text. If directly quoting the original language, use quotation marks as you would normally and provide a paraphrased explanation of the quote.

How is a quote for a translation calculated? The combination of the languages, from what source language was the document written, and to which language will it be translated. The file format (Word, Excel, HTML, etc.) The number of words. The area of expertise: generalised, specialised, technical, etc.
You may use quotation marks around translated passages and add a footnote stating that you translated the text into English; in this case, the original text would be provided in quotation marks in the footnote, with the source. You may also indent the translated text so that it has larger margins than the main text.
If you read a work that has been translated and you directly quote from it in your paper, you would place quotation marks around the quoted passage just as for any other direct quotation citation. Although the work has been translated, the translation exists in a distinct, retrievable form.
