For most academic institutions that require recommendation letters, its expected that students will not be privy to their contents. Traditionally, programs require that faculty submit recommendation letters independently of students or only pass them along to students in sealed, signed envelopes.
Once a LoR has been uploaded for an applicant, it cannot be modified or removed. To make a correction, you must upload a revised version of the LoR using the instructions under Uploading a New Version of an Existing LoR section of the user guide.
You cannot do this. Your professor recommended you for University A; changing their recommendation to University B is fraud.
The most important thing about a letter of recommendation is its credibility. So its better not to make any edits on your own. In case they are absolutely necessary communicate any corrections with the person who issued a letter.
Speaking strictly as a matter of ethics, I would have to say no, it would not be unethical so long as you did not change any of the actual words (other than perhaps correcting their spelling) or change the meaning / intent of the letter.
Once submitted, it cannot be modified in any way so make sure all the information is correct. If the form looks correct, select the affirmations and then select the Submit button. Important note: The Common App for recommenders is a one-and-done process.
In an employment situation, the new employer to whom the recommendation was provided may bring suit.
