Hi everyone, my name is Kevin. Today I want  to show you how you can edit a PDF using   Microsoft Word, and as full disclosure before  we jump into this, I work at Microsoft as a   full-time employee. All right, well  let's jump on the desktop. Here I   am on my desktop, and I have  a PDF file called certificate. I'm going to go ahead and click on that and I  have this nice certificate that I found online. It's a PDF file and I run a company and I  have some employees who I want to celebrate. You know, instead of giving people a  pay raise, I'm just going to give him   this paper certificate and hopefully that  makes them satisfied with this company. No, really, I'd probably just give him  more money, I think that makes people happy   and maybe throw the certificate in too, but here's  the certificate and unfortunately, it's a PDF and   I can't edit the name of the recipient. I can't  type anything down here. I can't type in a date.   It's kind of annoying how it's hard to edit PDFs, ...

How a Bill Becomes a Law STEP 1: The Creation of a Bill. Members of the House or Senate draft, sponsor and introduce bills for consideration by Congress. STEP 2: Committee Action. STEP 3: Floor Action. STEP 4: Vote. STEP 5: Conference Committees. STEP 6: Presidential Action. STEP 7: The Creation of a Law.
After both the House and Senate have approved a bill in identical form, it is sent to the president. If the president approves of the legislation, he signs it and it becomes law. Or, if the president takes no action for ten days, while Congress is in session, it automatically becomes law.
A bill is a proposed law which is introduced into Parliament. Once a bill has been debated and then approved by each House of Parliament, and has received Royal Assent, it becomes law and is known as an act. Any Member of Parliament can introduce a bill.

Heading. The first line at the top of the first page of every bill is the heading, sometimes referred to as the byline. The heading indicates the bill authors name, the chamber in which the bill was introduced (H.B. for a house bill and S.B. for a senate bill), and the bill number.
First, open the bill in Photoshop and select the Type tool from the toolbar. Then, click on the text that you want to edit and type in the new text. To change the font or style of the text, simply highlight the text and use the Format options in the toolbar.
You need a bill or public law number to check the status or request a copy of legislation. Numbers consist of an alphabetic abbreviation (for the branch of Congress that originated the legislation, and the bill type), plus a unique number. The Key to Legislative Citations provides examples.
