In order to change the issue type, a user should have Administrator permission at the project level which displays the Move option as shown in the below screenshot. You can use this option to update the issue type.
Jira only allows editing the Issue Type of an issue if the workflow and field configurations are the same.
As a Jira administrator, you can create new issue types to represent different pieces of work for your teams.Edit an issue type Select Issues. Click Issue types. Find the relevant issue type and click Edit. Edit the issue type name, description, or avatar, and click Update.
In the issue there should be a More button. Click on the button and below Convert to Sub-task should be an option to Move. You should be able to move the issue to story and choose what to do with fields that are present/required in one scheme and not the other.
