The easiest way is to: Navigate to Pages > All Pages in your WordPress Dashboard. Hover over any page you'd like to enable comments for and click Quick Edit. Check the box Allow Comments and then click the blue Update button.
The owner of the account, page or group makes the rules on how comments are handled. You can only edit your own, and if an Admin has subsequently switched off comment editing (perhaps to block trolling) you can't do that either....Now to edit a comment; Tap on the comment.
