The registration number and validation decals must be displayed as follows. Number must be painted, applied as a decal, or otherwise affixed to both sides of the forward half of the vessel. Number must read from left to right on both sides of the bow. Number must be in at least three-inch-high BLOCK letters.
New owners of a vehicle and vessel will be required to present a bill of sale to the California Department of Motor Vehicles (DMV) for registration. Signing Requirements The seller (only) is required to sign.
We recommend both the buyer and seller have a copy for their records. o A Bill of Sale is not required by the DNR; however, it may be needed for tax purposes.  Sign the certificate of title.
In Person: Visit any DMV office (appointments are always a good idea) and submit a completed Application for Vessel Certificate of Number (BOAT 101). You will also need to show proof of ownership. Ownership can be proved using documents like a bill of sale, certificate of origin, an out-of-state title, or an invoice.
The Certificate of Registration must be on board and available for inspection by an enforcement officer whenever the vessel is operated.
