In the PDF documents section, under Default behavior, you may choose between Download PDFs to have them sent to your Downloads folder or Open PDFs in Opera to have them open in a new tab.
Starting a Download To start downloading a file using Operas download manager, follow these steps: Navigate to the website or page where you want to download the file. Right-click on the link to the file and select Download with Opera or Save Link As.
Choose Settings Advanced Privacy and security. Select Site Settings PDF documents. Use the toggle switch next to Download PDF files instead of automatically opening them in Chrome to turn the feature on and off.

In the right part of the window, click on Site Settings. Scroll down and click on More content settings. Again scroll down and click on PDF Documents. PS: You can navigate to the settings page of open PDF documents using the opera://settings/content/pdfDocuments link in Operas address bar.
Navigate to Settings Advanced Privacy and Security. Click Site Settings PDF Documents. Locate the toggle switch next to Download PDF files instead of automatically opening them in Chrome. Turn the toggle on to have PDF files download, or turn it off to view files within your Chrome browser.
Why does Firefox/Google Chrome automatically open PDFs in my browser? Both Firefox and Google Chrome have built-in PDF viewers. In their default state, both will attempt to open any PDF documents directly in the browser for viewing purposes.
You can try right-clicking on the link to the PDF and selecting Save link as or Download linked file. This will usually start the download process.
