To fix Microsoft Edge not opening PDF files, open Edge, click on the three horizontal dots, go to settings, click on cookies and site permissions. Scroll down and find PDF documents, ensure "always download PDF file" is off and PDF view settings is on. If this doesn't work, search for default apps, search for .pdf, set Microsoft Edge as default PDF opening app.

How to save a PDF of a web page Open the print menu by pressing Ctrl+P. Under the Printer drop-down menu, select Microsoft Print to PDF or Save as PDF. Click Print. When prompted, choose where you want to save the file.
Save one page with Windows: Open your PDF in Edge. Navigate to File Print, then select Microsoft Print to PDF. Under Page Range, select the page number you want to save separately. Click Print. A dialog box will appear. Choose your desired location for the new file and select Save.
Method 2: Setting Microsoft Edge as the Default PDF Viewer Click the three-dot menu icon at the top-right corner of the browser window. Select Settings from the drop-down menu. Choose Apps from the left-hand side panel, then Default apps. Scroll down until you find Choose default apps by file type.
Launch the Microsoft Edge browser. From the Extensions menu (puzzle icon), select the Options menu ( . . . ) for docHub, and then select Extension Options. On the docHub options page, click the toggle button to make Acrobat the default PDF viewer in Edge, and then select Save preferences.
You can try right-clicking on the link to the PDF and selecting Save link as or Download linked file. This will usually start the download process.
