first you need to enable the developer ribbon do this by going to the file menu options customize ribbon and then select the developer ribbon on the right side of the screen click OK and return to outlook if youre not already working in the calendar folder select the calendar folder and then open a new appointment form change the show time as to free or to your desired default and then go to the Developer tab and click the publish button and publish the form it should open to the calendar folder so you can publish it to that type in the name and click the publish button close the form and next youll need to set the form to be your default right click on the calendar folder and choose properties and then select the form you just saved click OK and now when you click on the new appointment button its going to open with the free/busy set to your desired setting
