2-8b(2)(a) Supplementary review requirement. A mandatory supplementary review is required for NCOERs when a senior rater within the rated NCOs rating chain includes an NCO in the rank of SFC through 1SG/MSG, warrant officers in the rank of WO1 through CW2, and Army officer in the rank of 2LT and 1LT.
If Signatures were removed out of order, the Signature Removal tool on the EES homepage can be used to remove the remaining signature(s). Only the person who applied the signature can remove it.
If the rated NCO is physically unavailable to sign his or her NCOER (and the NCOER cannot be forwarded to him or her to sign), unable to sign the NCOER digitally or manually, or refuses to sign the NCOER for any reason, the senior rater will either resolve the problem or explain the reason for the lack of a signature.
(b) For NCOERs, the reviewers signature and date will not be before the raters or senior raters. The rated Soldier may not sign or date the report before the rater, senior rater, or reviewer.
A3. The ability to add a Supplementary Reviewer is activated on step 2 of 2 within the Senior Rater wizard section in EES. NCOER: To enable the Supplementary Reviewer tab for use, the Senior Rater (or delegate) must answer Yes to the question Is a supplementary review required?.
