If an item is locked, you need to confirm you want to move it to the Trash, or unlock the item before putting it in the Trash. To unlock the item first, select it, choose File Get Info (or press Command-I), then deselect the Locked checkbox.
The chances are that the iPhone wont delete photos because you have previously synced your photos with iTunes or added photos to the device with a third-party app. Most likely the photos you cant delete are located in the From My Mac section of the Photos app.
To delete the selected file(s) without moving to the Recycle Bin, press SHIFT+Delete on your keyboard.
The easiest way of trashing a file in the Finder or a picture in Photos is to select it and press Command-Delete.
You can find and delete them in Finder. Open Finder and unclose the folder where the unwanted pictures locate. Control-click one picture, or press and hold Shift, then select multiple pictures. Open a browser on your Mac or PC and head over to iCloud.com and sign in to your iCloud account. Then, click on the Photos app icon. Select Photos from the list located on the left sidebar. After that, click on an image - press CMD+A on a Mac or Ctrl+A on a PC - press the Delete key on your keyboard to confirm.
