You will have to write an Apex trigger to prevent deletion of ContentDocument (file) records. Validation rules cannot prevent record deletion, and you currently cannot use Flow on the ContentDocument object.
In the first row of the validation rule table, select one or more checkboxes. In the action toolbar, click Delete.
From the validation rules page you can: Define a validation rule. Click Edit next to a rule name to update the rule fields. Delete a validation rule.
A validation rule is one way to restrict input in a table field or a control (such as a text box) on a form. Validation text lets you provide a message to help users who input data that is not valid.
To manually disable a validation rule, follow the steps below: Navigate to Setup Object Manager. Select the object that contains the validation rule you want to disable and click Validation Rules. Select the relevant validation rule and click Edit. Uncheck the Active checkbox and click Save:
Remove data validation Click the control whose data validation you want to remove. On the Format menu, click Data Validation. In the Data Validation dialog box, click the condition that you want to remove, and then click Remove.
Select the cells with the drop-down list. Click Data Data Validation. On the Settings tab, click Clear All. Click OK.
