The only way to validate deletion is with an Apex Trigger . To validate a record and prevent its deletion, you need to call addError . Save this answer.
You will have to write an Apex trigger to prevent deletion of ContentDocument (file) records. Validation rules cannot prevent record deletion, and you currently cannot use Flow on the ContentDocument object.
You can define a set of validation rules to check the validity of the values of a specific control, and to respond in case of an invalid value. In the Validation Rules dialog box, you define the condition that the control must fulfill, and also the error message that is displayed if validation fails.
Remove data validation - Select the cell or cells that contain the validation you want to delete, then go to Data Data Validation and in the data validation dialog press the Clear All button, then click OK.
